Αφορά την ετήσια συνδρομή κάθε χώρας στη βαλκανική σπηλαιολογική ένωση καθώς και τη δημιουργία ενός προγράμματος που θα αναφέρει τα γεγονότα στα οποία θα μπορούν να λαμβάνουν μέρος σπηλαιολόγοι από τη βαλκανική χερσόνησο κατά την διάρκεια του 2007.Μια πολύ καλή πρόταση εκ μέρους της BSU.
