«...I am very very disappointed that only Christos can come to Switzerland this coming weekend. I have sat back and assumed that in normal Greek style several of you have committed yourselves to coming and just not let me know. It would now seem that this is not the case. Although I think it will still be enormously useful if Christos sees the facilities used by the Chaux-de-Fondes conference and I’m sure it will be useful for us to talk together, it would be even more useful if other people from Greece could come as well – PARTICULARLY SOMEBODY FROM THE FEDERATION...»

EAVIS.

JEANNIN)

PETZL
o Από την EEC μέσω της SFEC (Claude MOURET)

Cave Olympics on the beach
Spend your vacation to Greece
Go caving with the gods
Meet Hades in his own ground

o Caving explorations
o Cave Diving
o Cave Rescue
o Cave mapping

Notes on Meeting in Switzerland
Saturday 15th and Sunday 16th May 2004

Saturday May 15

After meeting Christos Petreas, Kostos Adamopoulos and Peter Stavropoulos at Geneva Airport, we travelled to La-Chaux-de-Fonds and met at the Bois de Couvent restaurant with Roman Hapka and Urs Widmer.

This was the campground used for the 1997 Congress where approximately 800 participants camped. During this meeting, a programme for visiting La-Chaux-de-Fonds was outlined and the main business of the weekend put into an agenda.

Pierre-Yves Jeannin met us after half an hour and went through his experiences of the organisation of the Swiss Congress. Pierre-Yves was the scientific coordinator and one of the main organisers of the conference.

He emphasised the need to:

1 Split the work between a number of people and have an individual in charge of each area.
2 Have an overall coordinator to regularly check progress and encourage the group leaders
3 Make sure the proceedings are considered from the beginning
4 Be prepared to step in if things are not moving as planned or moving at all

As Pierre-Yves’ time was limited, it was decided to go with him and visit the Karst Research Department in the centre of La-Chaux-de-Fonds. The meeting was reconvened in the department which consisted of the first floor of a housing block – a number of spacious, light and airy rooms to house a permanent staff of six with a couple of part-time staff. This was funded mostly by the Swiss Government.

Again the Swiss outlined the organisational procedures, some sections in detail. It was obvious that a great deal of work was involved in organising each part of an International Speleological Congress for 2000 people.

We then visited the tourist tower to overview the city of La-Chaux-de-Fonds, with our guides pointing out the local theatres and the secondary school used for the main Congress. The theatres, which were looked at from the outside, consisted of a large and small conventional cinema/theatre and it was pointed out this had been used for the week-long Speleo-Media event which proceeded the International Congress and they were also used for evening entertainment during the main Congress.

The party then moved to the Secondary school and did a walk around the outside; pointing out where the tent had been erected and what rooms had been used for lectures, offices, exhibitions, retail areas etcetera.

We then travelled to Mannens to Roman and his wife Martine’s house. It was agreed that the meeting would continue at 09.00 AM Sunday morning.

Sunday 16th May 0900

Meeting at Roman Hapka’s house. This was a rather more formal section of the weekend and the first agenda item was advertising and everything it entailed including magazine adverts, editorials and general information noting what it should cover.
1 Magazine Advertising
Types of magazines discussed were:
i Speleological magazines
ii Appropriate scientific magazines
iii Outdoor magazines
iv Adventure sport magazines

Each of these magazines should receive a covering letter plus an advert to insert into the magazines.

It was mentioned that there were a number of Speleo magazines that were particularly important and should be contacted as soon as possible. In Britain, this was Descent and Speleology. In France, Spelunca and Speleo. Swiss was Stalactite. Germany had two magazines, USA – NSS News. Australia had Sydney Speleo Society News plus others. Italy and Belgium both had appropriate magazines. A Swiss librarian caver called Patrick should be contacted to get a database.

2 Speleological Events
The second vehicle for advertising would be speleological events such as National Conferences where it was envisaged a display would be erected, possibly being taken by somebody from Greece and set up – or posted to a sympathetic caver in the host country. This could be on a metal lightweight aluminium frame produced by Peter Stavropoulos who could make several of these to a budget so they could be posted to countries and if they were returned that would be a bonus. Size could be finalised but 2m by 2m of display area was envisaged. In conjunction with this, there would be a printed flyer advertising the Congress and suggesting where people could get further information, plus a poster.

In addition, it was suggested that the First Circular should be revamped and re-issued as the Second Circular and this could be advertised and made available for anybody who wanted it.

3 Caving Shops
Appropriate shops should be sent a letter with poster plus some flyers. Everything would advertise the Congress with a number of points to be established later and asking for papers both on Speleo Science and Speleo techniques.

The meeting then adjourned while fresh air was sought during a trip to Gruyère.

Sunday, 1800.

The meeting reconvened at 6pm, in the basement of Roman’s house.

It was decided that ten main topics would be revisited or freshly discussed and ten minutes was reserved for each agenda item.

1 International Sponsors. Within this, the European Federation was discussed and whether it could contact Brussels to obtain a special grant for the European part of the congress. AJ Eavis will contact Claude Mouret, the current president of SFEC. In addition, equipment manufacturers and major equipment wholesalers and retailers were recognised as being potential sponsors.
2 A retail area would have to be reserved at the Congress. Vendors would pay a reasonable price per square metre. Urs Widmer would provide a list of people who had stands at the 1997 Congress.
3 Scientific participation in the conference was discussed. Urs and Roman outlined what they had done in 1997, using teams of scientists to encourage the production of scientific papers and then working with the author to edit them into a copy-ready form. Scientists both from within Switzerland and other countries were used for this. It was coordinated by Pierre-Yves.
4 Excursions were discussed with some vigour. It had been decided in March that Kostos Zoupis would be in charge of excursions but some time after this event, the organising committee had decided to change this and it appeared that not a great deal had been done and a lack of communication existed between people within the congress organisation. It was decided to talk further about excursions later.
5 The Olympic Games exhibitions were discussed and Christos said there had been a move to decide whether to cancel these exhibitions or not. No space either at the airport or at metro stations had been reserved and it was felt it may now be difficult to get appropriate exhibition space. This should be looked at as a matter of urgency. If possible, it would be appropriate to chase the people who had already offered exhibitions and ask them to produce their 4 panels at 70 by 40 cms.
6 Christos talked about his visit to Prague when he missed Pavel Bosak and how he had struggled to communicate with him since.
7 Financial help for Congress visitors was discussed. Both members of the UIS Bureau who would have free subscriptions to the Congress but pay their hotel bills and also other specific people who it was felt should be helped with their expenses – possibly travel, accommodation and Congress fees. The Swiss had sponsored approximately 20 people and felt the money was well spent.
8 Several things could be discussed with the UIS Bureau at the meeting in Vietnam and final decisions on help towards speakers and delegates progressed.
9 Symposiums or sub-conferences within the Congress. The Commission chairman would be approached about this. Kostos Adamopoulos had particular ideas on several of the commissions, including cave rescue, caving techniques, topography and cave diving. In addition, of course, the scientific commissions would be consulted. It was pointed out that all of these sub-sections should have leaders and an overall coordinator.
10 Location of the conference office was discussed. Apparently, Professor Themelis had offered facilities in his building which seemed to the Greeks to be a reasonable idea as it was neutral. This should be followed up.

To conclude, it was felt there was far too much talking and not enough action and certainly, not enough people were being given responsibility to make decisions and a general overall serious lack of coordination was evident. It seemed to the meeting that there were two ways of progressing. Either along the existing route, either finishing up with a congress of 200-300 people, 90 per cent scientific along the lines of China and considerably smaller than any other European Congress over the last 50 years. Or people would have to start communicating and cooperating and the organising committee giving out authority for people to make decisions and the coordinated efforts of many people being directed towards a proper European-based International Congress with in excess of 1000 delegates. Most people felt this was both possible and desirable – whether it could be attained was another matter.

The meeting closed with thanks expressed to Urs Widmer and Pierre-Yves Jeannin for their time and patience in helping with the meeting and for Roman Hapka and Martine for not only having patience in helping with the meeting but also feeding and accommodating some of the members.

Το the President and Members of the
Organizing Committee of the 14th ICS
Athens

and

To Mr. Andrew Eavis, Senior Vice President
UIS Bureau and official UIS Representative at the
Organizing Committee
Copy: Mr. Roman Hapka, Swiss Member, UIS Bureau
Ladies and Gentlemen,
REF: Brief Report on the Meeting in Switzerland
on 15 to 18 May 2004
Further to the decision of the Organizing Committee for participation of the Gen. Secretary of the Organizing Committee in the meeting with the Swiss organizers of the 12th ICS, as representative of the Organizing Committee. The meeting I Switzerland (the “Swiss meeting”) was arranged for the purpose of clarifying pending matters, reviewing the progress of the work, informing the UIS Bureau representative and primarily obtaining information and discussing the experience of the Swiss organizers, for the benefit of the Greek organization.
The meeting was expected to be attended by representatives of the two Greek organizing entities the Hellenic Speleological Society (HSS) and the Hellenic Federation of Speleology (HFS). Actually it was attended only by two representatives of the HFS and no representative of the HSS (since President Dr. Antonopoulos was unable to attend and no alternative representative attended, and the undersigned attended in the capacity of Gen. Secretary of the Organizing Committee).
The meeting was attended by Mr. Roman Hapka, Swiss member of the UIS Bureau and Mr. Urs Widmer, former member of the UIS Bureau, and Dr. Pierre-Yves , Director of the Swiss Institute for Speleology and Karst Studies, all three of which had been the senior organizers of the 12th ICS.
In addition to Mr. Andrew Eavis, the meeting was attended by Mr. Kostas Adamopoulos, Secretary General of HFS, Mr. Peter Stavropoulos, Special Secretary of the HFS, and the undersigned, Christos Petreas, Gen. Secretary of the Organizing Committee.
Various meeting sessions took place in the following days and times:
Days Times (approximate) Meeting sessions
Saturday Morning Travel from UK / Greece to Switzerland
14:00 – 17:30 Meeting in La Chaux-de-Fonds campgrounds and in the Swiss Institute for Speleology and Karst Studies
17:30 – 19:30 Overview of the venues and facilities where the 12th ICS took place

19:00 – 20:00 Meeting session at residence of Mr. Hapka
22:30 – 24:00 Meeting session at residence of Mr. Hapka
Monday Morning/ afternoon Return Trip to Greece / UK

There were many matters discussed in the Agenda of the meeting sessions, the most important are grouped in four categories the list below.
I.- CONGRESS PROGRESS Status of ongoing activities
Problems of information dissemination and 1st Circular distribution
“Speleo Nations Exhibit”
Immediate publicity and advertising actions needed
Publicity printed material
Differences / complaints by HFS against HSS (see below)
Publicity procedures (magazine advertising, speleo events and others)
II.- CONGRESS PREPARATION Circular and other information translations
Content of 2nd Circular
Printed material needed
Congress “marketing” aspects
Procedures for preparation of the programme of sessions, symposia, and papers presentations
Organization of excursion programme (scientific and speleo camps)
General organizational aspects
Congress web page information
Exhibits and stands
Sponsorships
Selection of keynote speakers
III.- CONGRESS IMPLEMENTATION Congress daily newspaper
Congress budgetary considerations
Congress “required” publications
Procedures for preparation of the management of sessions, symposia, and papers
Data processing mechanics
Organization of scientific excursion programs
Organization of exploration camps programs
“Hospitality” obligations during Congress
IV.- OTHER ORGANIZATIONAL MATTERS Discuss / answer to specific excursion organization questions
Identification of various materials that can be obtained to assist the organizational procedures and processes
Financial support policy to attendees
Sources of contacts lists
Congress venue selection
Congress “social” activities

The undersigned has kept and is submitting hereby attached, to the Organizing Committee thirty six (36) pages of handwritten notes that relate to those items of the Agenda.
The basic critical points noted, are the following:
(1) the dissemination of information on the Congress and its publicity is critically low and needs to immediately be acted upon; a series of proposed actions were discussed
(2) the organizational structure in Greece is non-existent and must be immediately put into place
(3) the two organizing entities are not collaborating sufficiently and this has created major problems in the progress of the work
(4) the Organizing Committee as the official overseer of and responsible for the Congress organization, needs to put into effect immediately a number of actions to “save the congress”
It is noted (with regret from the undersigned) that the representatives of the HSF participated primarily to bring forward and discuss a number of issues relevant to their complaints on the “collaboration” problems between the two organizing entities HFS and HSS. It was noted in fact that in the recent months the official representation of the HSF have expended sufficient time and effort not to attack the organizational difficulties of a complicated congress, but rather to present general and specific criticism.
The undersigned pointed out that this criticism has been without offering specific solutions, or arranging to meet with the HSS official representatives to find common and jointly acceptable solutions (to the best of my knowledge there has not been any effort on the part of the official representatives of the HSF to meet either formally or informally with the representatives of the HSS).
The undersigned stated his personal objection to participate in a confrontation discussion and pointed out that his participation in this meeting was not in the capacity of HSS Representative, but in the capacity of Gen. Secretary of the Organizng Committee; thus, even though these complaints by HFS were brought up as agenda items of discussion in the Swiss meeting, and the undersigned was cornered to respond. These discussions are not recorded in the present minutes and neither in the undersigned’s handwritten notes, herewith attached.
However, it must be noted that in the end, the Swiss meeting became a session where Mr. Eavis was put in the uncomfortable position to be requested to solve differences that the HSF have against the HSS, which (in the opinion of the undersigned) the HSF could have already discussed in Greece.
However, these differences were brought up as major issues, and it is obvious that this cannot continue; neither it is possible, as suggested at one point, to split the organizational responsibilities of the Congress to independently operating organizational modules, that will automatically “fall in place” in the end, when the parties responsible for these modules will not collaborate, but only choose to register complaints in writing.
Since this proves to be a major stumbling block, the undersigned will try to mediate these problems by preparing a document with specific recommendations for organizational structure (additional to the various ones that in the capacity of Gen. Secretary he has already presented or suggested during the Organizing Committee meetings). This draws also from Mr. Eavis’ suggestion in the Swiss meeting, for “delegation of tasks”, (which relates to the undersigned earlier proposal to the Organizing Committee for the Twelve “Work Groups”) which has been discussed but never been implemented.
Thus, the undersigned will be preparing a separate detailed, “organizational proposal document” (in the Greek language) with specific recommendations on the distribution and assignment of the work load. It is hoped to have this document ready very soon (at least in part), so that it can be submitted for action at the next Organizing Committee meeting.
This “distribution and assignment” of work will be based on the previous proposals made by the undersigned to the Organizing Committee (see Work Teams, etc) and also on the information received and the discussions at the “Swiss meeting”.
The document will be sent in Greek, but the undersigned hopes to be able to make a summary translation for the information of non-Greek speaking addressees in the next few days.
The undersigned both in the capacity of Gen. Secretary of the Organizing Committee and in his personal capacity, would like to express sincere thanks and appreciation not only to Mr. Eavis who had the initial suggestion for this meeting, but also to all the Swiss participants who offered their time and experience to assist the Greek organizers, to arrange what we all hope will be a successful Congress, despite its difficulties and delays.
Sincerely,

Christos Petreas
Gen. Secretary of the Organizing Committee for the 14th ICS
